Why is CMS here? Especially with an admin panel similar to a monster-like Bitrix. Landing is too simple for any CMS. Here you can get by with an easy self-written admin panel with http authorization. To edit the markup, if necessary, you can take some CKEditor. Store the texts themselves in a file, write a couple of functions to embed these texts in the right places, and that's it. Pictures - stupidly file input, with resizing on the server, if necessary (images resizing is easy to google, there is no need to write it with pens), paths to pictures are in the same file. If you want to make the admin panel prettier - Bootstrap.
