Is there a simple game builder?

Hello!
Sorry in advance for a frankly noob question, but I was really curious.
Are there any 2d game builders available? Kind of like HiASM, only more graphically oriented, and still pretty easy to learn. Perhaps some simple engine for 2d is open .. I don’t know how to formulate correctly, I will describe the essence of what I would like ideally)
Some program with a graphical interface like the same HiASM. On the panel, "elements" are created, for example, "basic resources", "recycler", "consumer" and "transport". Then the parameters of each of the elements are set, it is assigned an icon-texture, a name, characteristics (processing time, "capacity", "price"), a behavior is set (resource "A" to process, resource "B" not to process, product "A" to store in the number of "<=X")...
it's clear that the ideal will not work (but what if?!), but at least something very, very close to this in terms of ease of use, I would like to find ...
I don’t have proger skills as such, I’m more in the artistic part (I’m only slowly learning HTML and C ++), but for a long time there have been a couple of ideas that I want to implement at least for myself, without several months of trouble and a team of programmers)

If you're a good artist (especially in pixel art), maybe you'd better throw a call in search of interested programmers (one or two) who will code, and you will draw. Take my word for it, a good artist will be much more useful for the game than a good programmer.
I mentioned pixel art, because now the fashion for old school and pixel 2D graphics impresses more than 3D renders.
