Is there a real chance to figure out the attacker?

Hello! I came here specifically to get advice from a professional security guard. The situation is abysmal. Some anonymous intruder has been attacking me for the second month, ordering everything on my phone (calls back from websites in different offices, signing up for test drives, ordering sushi, and so on, calling a taxi, I get 100 calls a day!!). I can’t turn off the phone, it’s a service phone and a lot of things are attached to it. Worst of all, this under-man writes batches of appeals to various bodies on my behalf (ATC, Ministry of Emergency Situations, administration, Rospotrebnadzor, etc.) where I allegedly report various crimes and any other nonsense, and I have to go and write explanations everywhere. The statements indicate either mail on tutanota, or clearly temporary mailboxes. We also managed to find out that the call was from the ip-shnik of Sweden,

Every day I get a bunch of answers to "my complaints" from the mailbox, plus a bunch of calls from wherever I can.
There is actually only one question, is there a chance to establish an identity, and if so, where should I contact. There are some connections, but you need to understand how to act.
Even changing the phone will not solve my problem, as far as I understand.
"Comrade" most likely from my city, even wrote me threats with tutanota.
I really hope for advice, but I ask you to proceed from real scenarios.

Connect yourself to 8-800 with redirection to a new mobile number. Such phones are less likely to receive a call back and as a return number. It is immediately clear that this is not a personal phone. Plus, you can change them periodically, if necessary, and not show your real number on the site.

A statement to the police will not hurt if the attacker finds an opportunity to set you up. Not an alibi, of course, but at least a reason for the judge to think, and not automatically award you everything that the same police dump on you.
Don't count on the police to find anyone. They will ask you how you are with enemies and other things. There are no ingenious hackers who are ready to carry out a counter-operation in the state, and their powers to request logs from anyone on the entire Internet have not yet been extended.
According to the investigation, it is worth working out two versions:
1) an offended loner is working against you. Sort out your sins - to whom you gave a reason and did not give money, it is unlikely that among your connections there are so many young (judging by the active struggle for personal justice and a successful kid on your part) middle-level IT specialists, between "I was able to give a shit" and "became with it to contact".
2) you were "ordered", for example, by competitors. But here you can simply close the issue of the investigation and think about how to live on, regardless.

Because it's quite possible to calculate something, but you have to do a lot of work + you need access to SORM and the ability to send requests "view the log, who connected there then and there."
And of course, it would not be out of place to remember who can grow such a tooth - this will narrow the circle of those checked, reduce the amount of work for the cops
- Any complaint, any letter is taken, preferably to the office of local subordination, so that when the cops call about the log there are no delays, according to the log the IP from which they entered is calculated, if possible, not one such complaint is checked, but about ten - and the IP looks. If he is the same - zashib, it's HE. (Even if it's an IP VPN)
- It is assumed that HE is from our city and looks through SORM - who when from where went to this IP (or to the sites of the office to which it belongs). If you're lucky, then HE is found :)
- It's up to the small - depending on who is to do something. Otherwise, it may happen that you figured out HIM, and HE is completely unapproachable for you :)

Because of hooliganism, the SORM package may not be used, but when there is a call from your phone number about a planted bomb - mb =)
And then the longer this garbage goes on, the more chances an attacker has to fix it, no matter how coolhacker he is.
Write a statement, back it up with documentary evidence of damage.

Either wait until the person you annoyed gets tired of doing this, or spend money on the corresponding services of flooders.

Each Internet provider has a range of IP addresses and it will not be any problem for the Ministry of Internal Affairs to find out which provider this IP belongs to. The provider, in turn, will not have any problems finding out to whom this IP was assigned in a specific period of time. The intruder has been found, let's go.

Real and elementary, the truth can last for a long time, depends on the competence of the bodies that will deal with it.
No bots can write statements, they are written by a person who also owns your personal data, and detailed ones. For example, an application to the Ministry of Internal Affairs without entering passport data is not accepted.
It is only necessary to correctly write a statement and back it up with the relevant authorities.
The application should be written not about yourself, but about the fact that the attacker, using your data, interferes with the work of state bodies and attach a bunch of documents, and also ask to determine how the attacker received your data.
