There is a large text file with text in Russian. You need to find the most popular words. I would like the analyzer to throw out all the prepositions and take into account the possible forms of the word (i.e., for example, "telephone" and "telephone" considered as one word "telephone"). Are there such tools?

Yes. From a simple one, you can take Yandex mystem.

It will bring all the words to normal form, and even count them, I think you can handle it yourself (it doesn’t seem to count out of the box).
