Is there a ready-made solution for creating an automated hosting service?

There is a server, we thought about creating a hosting service based on it. Interested in a solution that will automate the process: user registration; payment acceptance; domain parking; creating databases; file manager and other necessary things (monitoring, etc.).

Are there ready-made solutions for such systems?
preferably free or not expensive.

There are no free ones (more precisely, there are, but go broke on the admins). The solutions from ispsystems more or less work.

One server is not enough to provide hosting services. But you may not be limited only by your resources.
You can resell hosting and related services from other major hosting providers.
