Is there a ready-made solution for building a production line?

Something similar to MS Project is needed. It is
required to build a conveyor between workers, so that no one would be waiting for anyone and just so that the backlog would not be accumulated. All this should be taking into account the available equipment and take into account the sequence of operations.
Actually, as a result, I have to give each worker a card with his operations, quantity and order of execution.
I understand that it’s not always possible to plan ideally for such a case, it’s good if the program shows the “idle-overload” time of the worker and for which operation.
(MS Project is not suitable, because it does not work with seconds or hundredths of minutes, there are no necessary reports, not the right approach to planning).

What you described is not “building a production line”, but developing a technical process. There is, for example, VERTICAL from Ascona. The software is quite difficult to master and is sharpened for mechanical engineering. But it is very flexible, it can solve any tasks of technologists, generate reports, display route maps, etc.
However, it seems to me that you are exaggerating the problem. For a small production, all this can be done manually. Most of the problems lie not in the field of automation, but in the correct normalization of operations. Well, what is Theory of Constraints it would be nice to understand :)
