Is there a ready-made Java component to run an Android application on top of another?

We are writing an application in React Native.
We need a component to launch our widget, during a call, a telephone conversation.
React Native can't do that. We need a piece of Java code that can open our widget on top of the calls application.
Most likely, there is a ready solution. Can't find. Please help.
