There is hardly anything acceptable from Russian yet, but in the English-Japanese pair there are at least two worthy options that have been tested:
Inexpensive: Microsoft NMT (pass API requests with the category=generalIn parameter). You can evaluate the quality here: translate.ai. You can even use the neural engine for free inside smartCAT.ai (unless, of course, there are problems with the fact that the results of edits on the free plan are sent to Microsoft to improve the engine)
