Is there a program that prevents the installation of "junk" programs?

Actually, the following situation is not uncommon. You set up a computer and OS for a person, you do everything as it should be, then after a couple of months you look - and the computer is dirty: instead of the antivirus that you installed - some kind of avast. Instead of a normal browser - YANDEX WITH ALICE. Search from mail ru. And a bunch of all sorts of optimizers and driver updaters.
Actually, have you come up with any software to deal with such garbage? Except unchecky. It certainly helps to some extent, but not always.

If the person works under the administrator it is useless. Only create a separate account without admin rights, and do not give a password from the admin account, do not disable UAC.
