Is there a program for tracking the tracker GL-100?

A friend asked me to set up a GL-100 tracker. I can’t find anything at all for it, neither the sms command, nor the client applications for tracking.
After reading, I found out that I need some kind of server to send SMS (what .... ???) and tracking or even worse, they have their own plans there, you pay and follow It's
not clear at all
