It’s better to learn something else while your brain is fresh, and by the age of 18 you will gain experience and you will know this business better than many who started late.
and about the question itself - use Google, otherwise there is a feeling that there is one freelance site for the whole world !! run through the forums, create a site for yourself in html / css to show what you are capable of. you have little experience so far and no one needs you at work, except perhaps some rural company.
personally, I would recommend learning and developing in the direction that is most to your liking

I recommend to finish learning HTML5+CSS3+JS+jQuery as well as Wordpress. You can also check out Bootstrap. Plus, in parallel, Photoshop (in terms of cutting layouts and their layout in pixel-perfect).
And in terms of freelancing - the same upwork allows you to work without much investment. Just register an account for your father, for example (to withdraw money, you need passport data and a credit card).

Not much, but this is not the main income, but a hobby in the evenings. Knowing CSS and HTML, you can easily create business card sites. Learn how to create templates for CMS, such as WordPress, using CSS and HTML. If at a minimum some functionality will be needed, by the type of feedback on the site, etc. google ready-made solutions and use them until you learn how to program yourself.
