Is there a Paypal API according to customer data?

Hello!
I am looking for an opportunity from the Paypal API to somehow find out information about the country of the client, whether the client has been verified, how many days his account has.
I want to conduct Paypal <-> WM transactions and webmoney requires that it be the same full name.
Do not tell me if Paypal has such opportunities for a developer to display client data via the API?

You can use the method ( GetVerifiedStatus ) to get information like: is the client verified

and also if you are using Express Payments you can use the method ( GetExpressCheckoutDetails ) to get information like: is the client verified, full name, client country.
but only after your customer has completed the purchase (after the DoExpressCheckout method)
