Is there a payment service with automated withdrawal of money?

Is there a payment service like ROBOKASSA that meets the following requirements:
1. Worked with individuals.
2. Support for Russian payment systems.
4. Responsible documentation and preferably examples in PHP.
3. Last and most important. Provided the ability to automatically (via a script, by pressing a button on your website) transfer a certain amount to a specific account. The amount and account were set by the script. Or there was a pre-created list of accounts, but the amount was set by the script.
There was an option to use Yandex.Money, but does not satisfy the list of possibilities for receiving funds.

1) We connect Robokassa, set up automatic withdrawal to Webmoney at regular intervals (or when a certain amount is reached)
2) We connect the x2 interface to Webmoney (see their help for more details)
3) We write a script that transfers money using x2, hang it on button ;)
Cons - the actual money can only be transferred to a Webmoney account; and your wallet may run out of funds, while the request for withdrawal from Robokassa will hang in processing;)
If the payout system is working correctly and there is some additional amount on your wallet, everything will work fine. You can even not press the buttons, but transfer money to your Webmoney account immediately after receiving it to your Robokass account.
I don’t see other similar options, as I said above, payment integrators (if I may say so) do not distribute funds to just anyone, they will even consider your applications for withdrawing money to your own account for some time.

Withdraw to your account and throw it wherever you want, crushing money is not the task of the payment system.
