Is there a password manager with a private password?

Hello!
I am extremely interested in obtaining the following information, the company has a large number of passwords from different servers, there are employees who have access to the password table (at the moment a simple XLS form), I would like to do the following:
1. Have a certain service (online/offline ) in which an account for employees was opened and connected to the necessary servers.
2. The passwords inside this service were encoded, which means that it can be copied, for example, through something, but when it was entered somewhere, it could not be understood, it was encoded but worked at the same time in the password string of the desired server (via putty / web / win application ), the bottom line is that no one should know the real password, could not write it down, copy it, etc.
Is there such a thing in the world?

This is solved by keys and certificates (if on the web).
And as you wish - it does not happen.
