Is there a network KVM adapter?

I am looking for a budget solution that allows you to connect remotely, i.e. over a network (rather local) to the server with access to its boot process—"BIOS", i.e. with video and usb/ps2 connectors.
Worked with built-in IPMI solution from Supermicro and CAT5 adapters from HP and ATEN (ALTUSEN KA7176), which, as far as I know, do not work without their own "brain" KVM switches, for example, ATEN has KN4140v.
Do you know about the existence of dongles, like the same ALTUSEN KA7176, that can work independently, or is there a solution in the world that can provide a virtual adapter, like ALTUSEN KA7176 without the original KVM switch?
Or are there inexpensive PCI NICs that do the same as Supermicro's embedded solution over IPMI?

There are such things - IP-KVM. But it is not worth the budget.

, I've been looking for something here. I have a fairly powerful computer, quite a host, but it doesn't have KVM and therefore "it seems to me that you are not a very host" :) But alas, for the IPMI analogue to work, you need support from the mother. If the mother allows you to put a KVM controller - it will be, on an ordinary desktop mother - figs - an Indian hut. Not cheap, not even expensive...
