When a government agency holds a tender for writing a mobile application. What, besides the TOR, do the deadlines need to be met? Can they require to make an application within the framework of GOST? Certify? Then where?

Nothing else. That's why it is TK. All requirements are written in the TOR.
Requirements for GOSTs should also be spelled out in the contract. And besides, GOSTs in your case will regulate the execution of documentation and other bureaucracy. There are no GOSTs for writing the code itself.
The need for certification of a software product should also be reflected in the TOR. After the conclusion of the contract, no additional No requirements can be placed on you!

If this is certification for NDV (Control of the absence of undeclared capabilities of a software product), then this is one algorithm of actions, if encryption is implemented in the application, for example, then this is another story.
