Is there a messenger that can be linked to an existing web service?

There is a web service on which the heap of users is registered. These users communicate on Skype in a huge group. It happens that some users are blocked on this web service and you have to remember to manually remove these people from the Skype group.
All this is a little tired and therefore I would like to find some kind of messenger that could be tied to existing user accounts on the web service. Those. who has an account on the web service, he has access to groups in the messenger, who does not have an account or who has been banned, flies out of the messenger group automatically.

It's easier to write a daemon on the site to manage users than it is to transfer users.
