Is there a macro program that emulates the keyboard at the process level, and not the operating system?

Hello.
There are programs like Macro recorder, Auto Hot Key, AutoIT and others - for automating routine actions by writing a "macro". Are there similar programs that allow you to execute keyboard commands at the process level, and not lower them to the OS along the entire stack?
Roughly speaking, we need a result in the form of executing two different macros in 2 different application windows.

xerify virtualok, for example, in virtualbox, as an option and run keyboard macros
