Is there a Linux utility to send/receive a fixed amount of traffic all the time?

Actually, it is necessary to occupy the channel with 3-4 kilobytes per second so that the modem is not reset to umts, etc.

man ping

-s packetsize
Specifies the number of data bytes to be sent. The default is 56, which
translates into 64 ICMP data bytes when combined with the 8 bytes of ICMP
              header data.
