Is there a limit on the frequency of requests for the vk API?

Is there an API request limit? Requests not from the application, perhaps even without authorization - such as, for example, receiving a record from the wall, etc. The FAQ says:

3 requests per second from each unique user who launched the application from the application side.

But what if I use public methods by simply accessing api.vk.com/method/wall.get for example?

Most likely there is. Because if it wasn't, someone could take advantage of this and load their server.
