Is there a launcher with minimal permissions (no internet access) for Android?

rewrote the question:
We need a launcher with:
- minimal permissions (preferably: no access to the Internet, calls, sms, contacts, media)
- a minimal interface (the settings don't matter, up to the UI in the form of a list of applications)
The launcher is needed for benchmarks, testing scripts, and the like, NOT because the phone is weak.

You are paranoid. The launcher needs access to calls in order to roll up at the moment of receiving an incoming call, access to the Internet to display up-to-date information on widgets, in general, no more than a stock one.

In android samples there is an example of a launcher - Home.
You can cut off all permicons for him, fix the codec so that it does not fall. And it will be nothing more than an application launcher.

It is unlikely that you will find a launcher with obviously non-working widgets.
As an Xposed variant + the XposedAppSettings module, this will allow you to change the permissions of any applications.
