Is there a Kubernetes distribution that can install kubernetes offline?

Tell me, if there is such a Kubernetes distribution (except for openshift) that can be used in a closed network, for example, a Bank, a government institution?
That is, I installed the kubernetes distribution kit on 3 nodes without the Internet and the kubernetes cluster is ready.

In general, this is called Air Gap deployment and it is quite possible with the help of Rancher / RancherOS / k3os . The release images are
simply downloaded into the archive by a couple of scripts 1 , 2 . This is well described in the documentation. Then this archive is imported to DockerOS and you can raise k3os hosts and manage them in the rancher... It is desirable to finish the rancher itself to the needs of such a project. Support from the rancher is quite good.
