Is there a handy Event Manager for win?

Is there a free program that, upon request, will send certain (by id, by source, etc.) events from windows logs to the mail? For example, every 15 minutes for a specific event. Maybe there is such a filtering in the windows subscription.

Open the required log in windows event viewer.
select the required event
Pay attention to the panel on the right - the lower part "attach a task to an event"
Knows when an event occurs - run a program or script, send an e-mail, display a message to the user.
After creating an event, you can edit it as you need, add filters to other necessary events, and so on and so forth.
Oh yes, windows vista (in my opinion, it definitely is in 7-ke) and higher
