Is there a Geocoder for city names without limits?

Actually a subject. I used open.mapquestapi.com, but yesterday they introduced a new key parameter and now it holds 15k requests per month from one account for free. There are free alternatives with a large threshold, or better without a threshold!?

There is a caching proxy to the Yandex.Maps API
Selecting 25K unique city geocodings per day, ahem, is a bit difficult.

There is a free geonames.org, but the quality leaves much to be desired in places
