Is there a free equivalent of PhpStorm on Intellij IDEA?

Intellij IDEA on Apache license, I wonder if there is anything free for web development based on it?
Maybe assemblies or recipes are available. To avoid violating the license. Thanks for the help.

Of the free ones, there is only the Idea Community Edition (but there is only Java for androyd and something else on the little things).
For the web, the best solution is WebStorm. Unfortunately, there is no free alternative. But!
1. It is cheaper than PhpStrom
2. There is a free license for Open Source projects. If you have one, then getting it will not be a problem.

phpdesiner is not bad, though it has not been updated for a long time, it costs 30 ye in total.
