Is there a FMS database (from international passports)?
When working with international passports, there was a need to find out where, from which region this person came from. There is nothing interesting in the series of the passport number.
The passport contains the FMS field and the number of the department that issued the passport. So in the new passports, the 5th fms, the first two digits seem to be the region. The rest seems to be just a department number, which we are not particularly interested in.
The trick is that it's kind of... not confirmed anywhere. In the old zagranniks, the subdivision codes are three-digit.
