Is there a file manager on Windows that can add tags and mark individual files?

I work with a large number of text files (office, pdf, djvu, etc.) and wanted to know if there is an alternative to the classic "Explorer" (Windows 10), where you can mark (tags, checkmarks, other signs) 1) those documents that I have already worked on, 2) those that need to be returned to later, and 3) those that need to be started in the near future, and similar information like "important" or "not interesting". It is inconvenient for me to create special folders for each category, moreover, I often need to see all the files at once.

In Total Commander it is possible through the comments of files / folders, but it is so inconvenient that it is impractical.
It is important to understand how tagging works.
In TC, only through a comment to the file\folder, it is stored locally in the folder in the descript.ion file (didn't copy\lost this file - lost the tags). \\ UPD has a plugin NTFS Descriptions 1.2.1, it stores them, of course, in ADS.
In Xplorer2, tags are stored in files\streams - requires ntfs (thrown on a USB flash drive with fat - lost tags).
XYPlorer stores them, apparently, in some kind of database. Searches quickly, but logically they should work locally on the system where XYPlorer is installed.
There are pluses / minuses in all approaches, incl. and not mentioned above, but rather obvious (concerning the risks of losing tags, the ability to read tags on other machines, the ability to read tags by other programs, the features of backup / restore tags in case of damage to the disk with files / system disk, the features of searching by tags, "manual" reading tags).
I would install Xplorer2 and XYPlorer and try them first. Where it is more convenient - he would have used it.
