Is there a distribution kit for testing applications running over the network?

There is a task - to test applications (it doesn't matter, games or just business applications) with various problems on the network.
Most often it is the bandwidth or packet loss.
Question - whether there are already ready distribution kits for these purposes?
Maybe special software?
I understand that the admin can do everything on the router, but I want to install it once on a separate machine and pass it on to the testers so that they press the buttons, and not go into the configuration files every time.
