Is there a complete GO tutorial in Russian?

Well, that is, an analogue of the shield in Java, so that the entire language is covered at least at a basic level.

"The Go programming language" from the creators
But it's like 2014, so some topics may not be there. You catch up in the dock.
UPD: In general, it is not such a voluminous language. You will spend much more time to understand HOW to write on it, and not on its functionality.

I myself encountered such a problem, there are no full-fledged books that cover most of the standard library.
On the stepik there is a good course in text format. Helped me a lot. The language, as written, is concise, the course covers the main topics.
Then you can take more specialized books, such as Go Web Programming, Mastering Go (the second one is definitely in Russian) and cover topics of interest. Also, docks and articles.
