Is there a CMS with static generation?

I would like a little strange thing - I made changes in the cms admin panel, pressed the button and got bare html as output. Has anyone come across something like this?

I will offer a more reliable and suitable option for any cms.
Any site (where ajax is missing) can be dumped using wget or the appropriate software for your OS.
Further, this static can be deployed wherever you need.

modX has the ability to export to a bunch of static files. And the ability to import from them.

I support the previous answer.
ModX, as far as I know, your content will cache after saving, that is, it will give almost static. I'm not sure what exactly it is, but it seems that there will be no regeneration until the next page change through the admin panel.
In your case, you can do it as follows - ModX + mod_rewrite + URL suffix .html will get links in the address bar, as if on static pages, and the content itself is in the cache.
