Is there a clear instruction on how to become a freelancer on Wordpress from scratch?

I want to work on Upwork with Wordpress. At the moment I have only basic knowledge of HTML and CSS, I also know C # at the level of institute console applications. All the manuals that I found on the net on my question relate to specific operations with Wordpress, they run up my eyes, but they are all designed for more or less experienced people who have already encountered real tasks. I downloaded a couple of books in the spirit of "Wordpress from scratch", but it describes how to create a blog for personal purposes with buying a domain, renting hosting and everything else. Do you need to install Wordpress on your home PC to freelance and study? If yes, what is the best way? In general, I still cannot draw up a plan of action for myself - what exactly to install, what and in what order to study.
