Is there a built-in editor for a PHP site without JS?

Dear colleagues!
The customer wants something strange - a built-in editor for his site to create answers to questions with functionality close to ckeditor (text formatting, inserting pictures, videos into it) but in pure PHP. No JS!!!
Can anyone recommend such a beast?
Personally, I doubt that it exists in nature.

How can you create a WYSIWYG editor in PHP?
The customer is either inadequate / sick in the head / or does not clearly explain what he wants. There is a tendency to send away just such, in order to avoid further hassle and loss of time.
