Is the user's actions visible if you use a proxy page?

If, for example, I am on a network where the requested pages in the browser are filtered on a special server, and statistics of site visits are kept for each user. If I go to sites using a Web proxy, can they track what kind of content I'm viewing through this page, or will only the address of the proxy server itself be visible? In general, is it possible to track what the user is doing through a proxy?

if https - then you can’t see which pages you are looking at, well, the site itself is not visible, but there are ip bases -
if the domain is not https - everything is visible
if the certificate is spoofed - everything is visible
