Please tell me, is the shutter speed in the photo controlled by hardware or software? And if programmatically, how to increase it on a smartphone? I have a Galaxy A30s and it has a maximum shutter speed of 1/8 sec. and I don't know if it can be increased. Tell me please

Naturally software.
You can zoom in the program that takes the photo. If your program does not allow you to put more than 1|8, you can search the android market for other programs that have such options, or write it yourself.
In general, shutter speed in digital cameras is not at all the same as in film cameras.
