Is the master's work a publication?

Good afternoon.
There are several sub-questions to the subject:
1) Is the master's thesis a publication in the full sense of the word?
2) What are the rights of the educational institution in which the work was defended, on it?
3) What are the author's rights to the same work?
It is desirable to reinforce the answer with prooflinks to laws, regulations, etc.

While we are waiting for an employee of the Higher Attestation Commission with references to laws, I will say:
1. No. She doesn't have an ISSN or anything. The work is placed in the archive of the educational institution and stored there for 5 years.
2. There are no rights. The institution keeps the work only for the commission, which can check it (but don't they give out diplomas here just like that, without paying where necessary!?).
3. Rights, in any case, complete. You can use it however you like. Post it too :)

Information for thought. In GOST 7.60-2003 there is a definition and classification of scientific publications. Among them are:

3.2.4.3.1.7 dissertation abstract : A scientific publication in the form of a brochure containing an abstract of the research conducted by the author, submitted for the degree.
Judging by Wikipedia , “master” does not apply to academic degrees in Russia (in the West, it does).
It follows from the above that a master's degree in itself is not considered a publication (in Russia).
