Is the developer liable for violation of user agreements of third-party services on the site?

The site uses a free version of some api from Google with a limit of N requests per day, which works by the key and service api identifier, which, theoretically, can be created as many as you like;
+ some violation of the user agreement on other points, for example, caching of data from api
