Is the cooler working properly?

I built a PC on z690 Aorus Master and 12900k. Cooler NH-D15. Windows 11.
At the slightest "movement" in the OS, the cooler starts to accelerate for a second or two. I opened YouTube - the fans accelerated a little for 1-2 seconds. Launched AIDA - the same thing. Should it be so, and if not, how to fix it?

Here's the thing: when the processor has some kind of payload, it raises its frequency and increases the voltage, as a result, the temperature rises.
I did not have a 12900k processor, but it seems to me that it should not be like yours.
Here's what to do:
1. Check the cooler installation and thermal paste. Most likely the problem is here. Maybe they forgot to remove the protective film or the cooler is not sitting tightly ... Check.
2. If everything is in order with the cooler and it really is such a hot processor, you need to correct the cooler control strategy in the BIOS. I would increase the minimum fan speed to the maximum value, which is acoustically comfortable, but the threshold for switching on increased speeds was shifted by 70-75 degrees.

Set up the rpm schedule manually in the BIOS or software from the motherboard kit.
