Is the 6th edition of the book by E. Tanenbaum "Computer Architecture" outdated?

I decided to study the components of a computer and their purpose, I planned to treat the material as a hobby, but soon I thought about practical application (PC assembly). So, is this material outdated in 4 years? Sorry if this is a dumb question, I'm just not knowledgeable in this area.

Computers have not changed, so it is not outdated.
And regarding the assembly of the PC, you were answered correctly in the comments, it is not at all necessary to read books for this. You just need to read the specifications for what you collect.
