I can't find an answer to the question, is the limit of 5 accounts for private repositories (on a free plan) calculated at the current moment (i.e. only 5 people have access at the moment) or in the entire history of the existence of the repository?

As I understand it: five people can access your private storages at one time (maybe even including you, that is, 4 third parties). Not to each storage by five, but to all in total.
If a user has access to different storages, he is considered to be in this five for one.
That is, you can remove one user from access and add another.
