It took an application to collect photos by hashtag.
In the admin panel, not for public viewing.
As a result, https://www.instagram.com/developer/endpoints/tags/ swears at the lack of a MAX/MIN ID.
And in the manual it says

This use case is not supported. We do not approve the public_content permission for one-off projects such as displaying hashtag based content on your website. As an alternative solution, you can show your own Instagram content, or find a company that offers this type of service (content discover, moderation, and display).

What working options are there now to collect at least once a day photos with a certain hashtag (no more than 100 per day)?
