Is rubattery.com a scammer? And what to do with it?

In general, the problem is as follows: I was looking for a battery for my laptop, and I came across the site rubattery.com. In it I was pleased with the opportunity for extra. a fee to use the services of DHL courier delivery, which promised fast delivery, which is critical for me. Having placed an order, I paid for it via paypal, during the entire registration of the inscription I was assured that “batteries in Moscow”, “shipment within 24 hours after the purchase”, etc. The first wake-up call was a redirect to this resource: batteryservice.net/ after the purchase was completed. The menu is in Chinese and the site is generally stricken, but I did not attach any importance to this. The following email was sent as confirmation:

Not having any specific information about the order. Well, then a week has passed, and no one sent me any confirmation about sending the order and tracking number. The only way to contact the site is via email, but any of my emails get a standard response with the following content:

Which indicates an explicit auto-answer, and not the work of the operator. It must be assumed that this is a scam, and not an online store. And I must assume that I won’t be able to return my money, because. though I can open a lawsuit in paypal, but there will be no sense in this, because. it will not be possible to withdraw funds back to a Russian card. The only thing I can do is write complaints to the hoster about these sites.

It looks like this is a stupid Chinese site, with the same hemorrhoids delivery as dealextreme, but with our local prices :-( And it’s not clear, despite the courier’s payment, they sent it by regular mail… the tracking number is not indexed yet…

Never open a complaint with the subject "not sent". The order was sent to you, but it was not sent as you wanted. In this case, you will lose the dispute and you will no longer be able to start the proceedings.
Was there any shipping time? If the seller violated them, then open a complaint with violated deadlines.
Tracking they could give you is not yours at all, it’s their standard scam method now.

2. What was sent not as promised - happens. This fuss / struggle has been going on with batteries for a year now. Dangerous cargo, flammable, they are afraid to carry it. From time to time, either one carrier or another stops accepting Li-Ion batteries in the shipment. It is possible that your shipment fell under such another company in their postal / courier service.
I will join what has already been said above: do not rush to declare a claim, it can hit you, and then you will already become a “scammer”, and laundering such a thing in front of the payment system is expensive and long.
