Is Richter's literature up-to-date (Win32 applications)?

Richter J. - Windows. Building Efficient Win32 Applications for 64-bit Windows - 2008.pdf - Is this book relevant today? I haven't read it yet, but I feel like it will be a great book. Therefore, I would not want to skip it, but I would like to know: is it outdated - if so, how much?
