2. Your site will most likely be displayed correctly in mobile browsers anyway, because they have the same WebKit that is used in desktop Chrome "under the hood". But without adaptive layout, it will be displayed in the same way as on the desktop, which will probably not be very user-friendly - it will be small.
In all modern browsers, rendering is approximately the same, so ensuring cross-browser compatibility for them will not be a problem. For old ones, I would advise not to bathe with a complete design identity, but simply provide a simplified version while maintaining functionality.
