Is pocketsphinx speech recognition right for me?

Hello.
There is an idea to introduce the function of voice selection of the department into the IVR of the call center.

I started to study pocketsphinx, but faced with the impossibility of recognizing recorded phrases (audio samples). I suspect that the problem is in the settings, but I have a question, am I digging in the right direction?
Can pocketsphinx recognize "random voices" or does it train for a specific "person/voice"?
If the second, what can help solve the task, except for the MDGs (speech technology center). They will help, but the budget will be completely different.
