Are there any services that make it possible to do this by streaming games, for example, from a rented server?

After the debut of OnLive, nothing was heard for a long time. Now Sony is planning to develop a similar solution. So far only allowed to run their own PC-versions of FinalFantasy to play on mobile phones, but I'm sure there will be other people's games.
For today - the ready decision under your inquiries is not present.
