Is OpenVPN suitable for mass use?

If you are developing a VPN for Android, is OpenVPN suitable on a server to keep 1000 - 5000 users at the same time? If not, what server software should be used for these purposes? If you have any other advice, I'd be grateful :)

Will do. The question is only in the hardware of the server and the channel.
For every 50 users, you will need approximately:

• 100 Mbps;
  
• 2 cores at 3 GHz;
  
• 512 MB of RAM.

Depends on the server. 1000 concurrent clients is a lot. And unsafe.
