Is only Enterprise written in C#? And what's up with Blazor?

There is such a powerful thing as Asp.Net Core, but is it used only when developing large corporate web applications? Is it possible to write an online store or a blog on it, or make a simple form for sending an order on a landing page? Or are there other smaller things in C# for this? I understand that for such things it is better to use php or python.

Who used Blazor? If I don't want to use JS, can Blazor replace it?
While it seems to me that it has a long launch, until all of them are loaded onto the page, which makes it not competitive
