Is MS Visual Studio Community Free?

A commercial company uses 2 copies of MS VS Community. Can you please explain the details of the license agreement? Do I need to buy licenses?
We do not develop open source and do not do training, but there is a share of scientific research. As far as I understood from the footnote, for my case, there is no need to purchase a license.
Their website says the following:
An unlimited number of users within an organization can use Visual Studio Community for the following scenarios: in a classroom learning environment, for academic research, or for contributing to open source projects.
For all other usage scenarios:
In non-enterprise organizations, up to five users can use Visual Studio Community. In enterprise organizations (meaning those with >250 PCs or >$1 Million US Dollars in annual revenue), no use is permitted beyond the open source, academic research, and classroom learning environment scenarios described above.

Everything seems to be pretty clear:
1. An unlimited number of users can use the Community-edition for training, open-source development or scientific research (and only for this, the "share of scientific research" does not fall here if it is not equal to 100%) .
2. If you have no more than 250 computers and less than a million dollars in turnover per year, you can use the Community-edition for any purpose for 5 users.
3. If you are a large enterprise, please be kind enough to buy licenses.
