1. less variables can only be used in the less file
2. in the html file, you need to include not the less file, but the css compiled from less. the dreamweaver should have similar functionality (or a plugin), if anything, use koala-app.com - the program is simple, in Russian and compiles css on the fly.
3. if you don’t need anything other than variables in less, then at the development stage you can use css variables
