Is mandatory registration via a SIM card present on all versions of the iPhone?

Bought a fourth iPhone.
When installing the primary settings, it asks for registration, for registration it asks for a SIM card. Through wi-fi and through itunes the same way.
Maybe I don’t understand something, but I really can’t use the standard functions of this device without a micro-sim, like a player and a camera?
If the owners of the fifth version come across, do you have the same?
Before that, there was an ipod touch - I really liked the device, I used the Internet through my phone, I decided to combine it.
